Well, my interpretation is that people are often restrained by the environment they grew up in. If they want to get out of that restraint, they need an opportunity. But not everyone will get that opportunity or know how to make one.

Like the chicken-eagle, he sees a real eagle soaring high, yet he accepts and believes that his current state is all he can achieve and does not set his goals higher. The chicken-eagle has potential to be king of the skies but no one near him tells or teaches him that. And when the chicken-eagle is old, it is often too late to change anything since he is already accustomed to living and hunting like a chicken.

Because the chicken-eagle has lived with chickens all his life, he is restrained by the chicken community. Even a baby eagle needs the mother eagle to teach how to fly carefully and hunt like eagles. The chicken-eagle does not have that kind of chance. His flying and hunting skills are all based on chickens. Even after the chicken-eagle sees a true eagle soaring the skies, he does not even think of achieving that level since he thinks he is a chicken. There goes his opportunity and thus the power of mind shapes and controls how the chicken-eagle lives his life.

Hmm, true the chicken-eagle needed his mother eagle to teach him how to hunt/fly when he was still small, but later, when it growed up, I believe he can just fly/hunt by instinct. No restraints, he just needed to explore and try hard.
An eagle is a bornt predator, they hunt by instinct. -cool
