street fighter lol...almost every show will try and incorporate a minor romance theme or cutesy character just to develop 'story' or give the show more 'depth' which oftentimes fails..
Fate/Stay Night is good, and if you like Mecha + Action, go for Tengen Toppa Gurren-Lagann (27 episodes), one of the best animes of the decade in my opinion..., they really set the bar up for animes

Errrrr, Elfen Lied is packed with romance between an amnesiac and a sadistic girl that loves to kill, so that might not meet your criteria. However, there IS a lot of blood in it, all up to you.
