why isn't a help forum posted here?

im new to this site.. because normally i don't come here.. and there are lots of questions i really want answered like how many posts do you need to make before you can start downloading??? somebody told me that she could start downloading after she made 10 posts.. but now im on my 21 post and i still dont' see a forum where i can download series! please help!
