For example, in respect of housing policy, which is a focal point of public concern, we have proposed a range of measures. We affirm that the average waiting time for families which wish to gain access to public housing units will continue to be an average of three years. We've also proposed and put forward a new Home Ownership Scheme policy. Having regard to the fact that we have an ageing population in Hong Kong, we have put forward a full range of measures. This is also a Policy Address which addresses the needs of the grass-roots sectors. In anticipation of inflation dawning upon Hong Kong, we have put forward measures which will enable grass-roots sectors to benefit further from Comprehensive Social Security Assistance and public housing rental assistance. Thirdly, this is a Policy Address which enhances the quality of life of Hong Kong people and also promotes the continued, sustained development of the Hong Kong economy. We are improving our industrial mix and will continue to invest in human capital. This is a Policy Address which is forward-looking, down to earth, and encompasses a full range of measures. The whole team of principal officials will continue to make our best endeavours to ensure the fullest possible implementation of this Policy Address in the remaining eight months or so of the current-term Government. Housing Policy Provide public rental housing Complete construction of about 75 000 units in the next five years and meet the pledge of an average waiting time of 3 years. New Home Ownership Scheme Launch new Home Ownership Scheme targeting families with monthly income no higher than $30,000. Flats with a saleable floor area of 400-500 square feet to be sold at affordable prices, initially estimated at $1.5-2 million. Supply more than 17 000 flats over four years from 2016-17. First batch expected for pre-sale in 2014 or 2015. Enhance "My Home Purchase Plan" “My Home Purchase Plan” to offer a "buy-or-rent" option apart from "rent-and-buy". Initial market selling price will be the ceiling price. Sufficient land supply Ensure supply of land to support on average 20 000 private residential flats, 15 000 public rental units and 5 000 new HOS flats a year. Build up a government land reserve. Multi-pronged approach to expand land resources, e.g. release industrial land, explore reclamation outside Victoria Harbour, and examine the use of "Government, Institution or Community" sites. Regulate sale of residential flats Introduce a white bill to consult the public on the regulation of the sale of first-hand residential properties. Strive for passage of this Bill next year. Building safety Legislate for more stringent control over building safety, e.g. extend the Minor Works Control System to cover building works commonly associated with "sub-divided units". Urban renewal Extend by three years the measures to revitalise industrial buildings. Caring for the Elderly Concessionary fares All people aged 65 or above and eligible people with disabilities may travel on the general MTR lines, franchised buses and ferries for $2 a trip. Launch a Public Swimming Pool Monthly Ticket Scheme. Allowances Introduce a "Guangdong Scheme" to provide an old age allowance for eligible elderly people who reside in Guangdong without the need to come back to Hong Kong. Provide a supplement for CSSA recipients aged 60 or above living in nonsubsidised homes. CSSA recipients with disabilities to receive a similar supplement regardless of age. Enhance services Increase the number of nursing home places and long-term care places. Provide additional resources to encourage private homes participating in the Enhanced Bought Place Scheme to upgrade services, and to buy more such places. Examine introducing community care vouchers and provide more places for community care services. Increase the amount of the supplement to enable residential care homes and day care centres to enhance support for demented elderly people. Supporting People in Need Short-term alleviation measures Pay two months' rent for public housing tenants. Provide an extra one-month standard allowance to recipients of CSSA, OAA and DA. Employment support Extend by one year 3 000 temporary jobs for young people. Provide 1 000 additional education and in-service training places in service industries for young people. Allocate $100 million to help NGOs establish small enterprises employing people with disabilities. Subsidise employers of people with disabilities to purchase technical aids and modify work areas. Enhance services Provide additional places for pre-school, day and residential rehabilitation services for people with disabilities. Set up an additional support service centre and two sub-centres for ethnic minorities. An additional $100 million earmarked to improve the Short-term Food Assistance Service. Expand the United Christian Hospital. Enhance magnetic resonance imaging and computerised tomography scanning services for diagnosis of critical illnesses. Provide more drugs with higher efficacy for patients. An additional $200 million to increase the number of degree places in medicine, nursing and other allied health professions. Support NGOs to provide hostels for youths. Investing for the Future Multiple study pathways Set up an International Cuisine College. Establish one more youth college. Special education needs Better support for students with special education needs in primary and secondary schools. Research in higher education institutions Inject $5 billion to support academic research of higher education institutions. Quality Life Reduce roadside air pollution Earmark $180 million for franchised bus companies to purchase electric buses for trial runs. Set aside $150 million for a one-off subsidy to owners of LPG taxis and light buses to help them replace catalytic converters. Introduce remote sensing equipment and advanced emissions tests to control roadside emissions of vehicles. Nature conservation Hong Kong Geopark included in the Global Geoparks Network. Food safety Enact legislation to regulate the import of high risk food and the amount of pesticide residues in food. Art and culture Stage large-scale exhibitions and renew the permanent exhibitions of museums. Allocate resources to provide art space in industrial buildings for rent by artists at concessionary rates. District Minor Improvement Works Progressively increase the annual provision for the District Minor Works Programme to $400 million. Strengthening the Economy Market development Earmark $1 billion to help businesses tap the Mainland market. Seek to sign Supplement VIII to CEPA by the end of this year. Industry support Reserve about 2 hectares of land in Tseung Kwan O for data centre use. Enhance support for the Hong Kong Design Centre and designate 2012 as "Hong Kong Design Year". Promote the use and circulation of RMB funds, and establish strong and extensive links with the Mainland’s onshore RMB market by three “bridges”, namely trade, direct investment and equity investment.
