If it's new then it's not likely that it's dubbed in cantonese. I kind of gave up on the anime series because of the plot going nowhere and the absence of a season 3 but an OVA should be good.
there were the 3 episodes of OVA released a while back... Tsubasa Chronicle Tokyo Revelations - those 3 eps explained a whole lot and the whole series made a load more sense...
