Most US cities have gotten rid of their stationary traffic control officers years ago for just that reason; too many were getting killed by cars. But I guess in the power short north, human lives are less valuable than electricity. On the other hand, these traffic ladies look like they just walked off a Japanese Cosplay convention, they're seriously hot, LOL...
