They should have stopped trying to push the boat into the water when the rear end got submerged like so.
I think respondent ThatGuy hit the nautical nail on the head; the angle which the vessel entered the water left very little surface area actually in contact with the water. Hence, there just wasn't enough buoyancy to keep the boat afloat. Given that it was a shallow draft vessel to begin with (ie flat bottom boat is as shallow a draft as a boat can get), there is very little latitude in terms of angle on launch entry. They would have done much better to have built the boat in a dry lock and then flooded the lock to float it off.

It was done in Lanzhou, reportedly (in the Chinese press) a city that could ill afford such an expenditure, and there was supposedly a lot of community opposition to it in the first place. But, as this remains the PRC, there is very little that public outcry will do when corrupt city or provincial officials have their mind set on something; that's just how things run there.
