I don't see how it is that bad. It's just a guy, who knew a woman, and sent her a e-mail. I don't see how they have to tag it as government problems and the mayor has to make public apologies. But well, it is Japan after all.

Yeah it's weird but why should the government makes excuses for this guy. It's like you have a car accident for example and then your company has to make public excuses for this. That's what I find weird.
Nah, it's corrupted people who have power. They are really the only type of people who would do anything to gain power. Hell, I have a couple of high positions in work and in school, and i can tell you I am probably the least ethical person you will have met.
