Partition Magic is not free but a very popular one. It depends on when you are partitioning your drives. If you are doing it on a fresh hard drive with no data on it, there are plenty of boot partition software (check out http://www.ultimatebootcd.com/). If you are trying to partition within Windows OS, then you need one of the software mentioned above and they are not free. I don't know of any free ones.
you can use the xp install cd to do the partioning if you really wanted. if not i'd recommend torrenting partition magic

erm, true. there are quit a few that are free. just go to: http://www.thefreecountry.com/ look under utilities, there is at least half a dozen there!
there are plenty of free partition software, pretty much every HDD manufacturer has free software support through their website. i believe Western Digital uses Data Life Guard, Maxtor and Seagate uses Max Blast.
