Yes.. It is the 44th anniversary.. Because of the number they add "邁向 (towards)" in front of the 45th number instead.. so next year it will be the actually 45th anniversary without the 邁向.. been like that every decade So I don't think it's right to call it the 45th anniversary this year.. missing the 邁向
It is not just the number 4, but also number 7; so every year's digit that is 4 or 7 will add to "towards" next year (ie. "44th year" to "towards 35th year" and "37th year" to "towards 38th year".
