IMHO, he's fulfilling some sort of cinema generated criteria of standard Ninja locomotion. That is, a Ninja requisitely moves in that fashion and doesn't walk like regular commoners. In psychiatry, it's called an exaggerated sense of being bordering megalomania. His distinctive manner of walking sets him apart from regular people and, in his mind's world, is what demonstrates to others his superior nature. But, in reality, it is a classic defense mechanism of a severe and crushing inferiority complex; ie. "look at me, I'm special!"
