Sadly Already searched thru several (English + Chinese) forums and sites. But not one has S1 + S2 in Canto dub. Doubt will ever since TVB doesn't has the right (license) to air them, except for S3. -edit- @hoyeah Tbh I don't think anyone has taped it in the early 2000? Assuming the rippers were still (young) wearing diapers and playing with their toys =O LOL
I'm pretty sure S1 in Canto was aired on TVB in the early 2000's (coz that's where i watched it). Not sure about S2. Hopefully, TVB will run them again on 1 of their pay channels soon (Fingers X).
Which area do you live? I've only heard there was a MU block if you live around England and some parts of Asia. Never heard there was a FS block? Anyway even if there's a country-block you can still get them thru JDownloader. Just push the IP-reset/restart (ALT+R) continuously till it starts downloading ;] Or you can get them thru the bulk-torrent; best with u-torrent since it's an old torrent.
