The film opens with student leaders of the ruthlessly suppressed protests hiring Mainland gangsters to smuggle them out of China. The job, which gets entrusted to Bing (Elvis Tsui Kam-kong) and Doggy (Chen Jing), proves to be a perilous one, as successive police officers demand steep bribes in exchange for not turning the fugitives over to their higher-ups. When they near Hong Kong, the gangsters learn that the border is closed. Yet with some quick thinking and the help of some sympathetic fishermen, they manage to slip their charges into Hong Kong.
