Having the ability to change masks with the flick of his head, he takes them and forces them to listen to chants. He would take them to his place, where he uses a cane to torture them before dropping the victims off in front of the police station. In charge of the investigation is Wah Kai-Lun (Jordan Chan), a believer of Hinduism after being adopted as a child by a Hindu man. Wah believes that the Masked Prosecutor, which is what the police call the mysterious attacker, believes in Hinduism and their beliefs as well. He is partnered with the soon to be retired Wan Bin-Guy (Blacky Ko). The two partners don’t see eye to eye much during their investigation yet Lun soon begins to suspect that someone close to his partner may be responsible. The Masked Prosecutor is Tong Hiu-Tai (Louis Koo), a former cop known for being one of the Three Eagles of Mongkok with Guy and Guy’s son Chi-Lin (Michael Tse). During a robbery, Tai accidentally killed Lin while chasing the robber (Tony Ho). However, when the robber surrendered, Tai took it upon himself to shoot the robber to cover his tracks. However, it was too late and Tai was imprisoned and lost his job. When Lun and Guy confront Tai about his possibility of being the Masked Prosecutor, Tai starts an all out war with Lun.
