China is on the verge of conquest by foreign powers, and the increasing senility of the Empress Dowager (Petrina Fung) isn't helping matters any. When one of their officers suffers an epileptic seizure and dies by falling off a horse, the British demand an official apology from the Emperor (Ng), but the Empress sends his double, a barber named Ma Bian (Ng again) instead.
